A minarchist framework for justice, policing, and punishment that emphasises deterrence, restitution, and the removal of serious threats to the public while maintaining strict limits on state power.
Law and Order Framework
Core Philosophy
I have no issues with rolling back to a night-watchman state with strictly enforced criminal punishments. Minarchism hangs on the state existing through strategic necessity. It is a system that yearns for anarchism but cannot justify sacrificing civilisation for moral purity.
The State, being charged with defence of the nation from threats (whether internal or external) has a duty to maintain general suppression of initiation of serious violence between individuals, and is justified in taking measures to ameliorate threats to life, limb, and property once those threats have been identified.
Hanging dangerous criminals for their crimes therefore does not conflict with minarchism. The best example we have of minarchism historically is Great Britain in the 19th Century. They hanged criminals all the time, so we have precedent.
Justifiable Punishments
Prison does not suffice to remove serious threats to the public from society. It runs the risk of escape, release and recidivism, and is a burden on the taxpayer. The only sentences justifiable are those that deter or prevent future initiation of force while, where possible, providing restitution for the victims. Fines, flogging, and the noose are the answer.
Any unjustifiable and serious harm can be grounds for execution: Rape, treason, murder, GBH, assault, even perjury when it amounts to the use of the legal system as a deadly weapon. Rape is the most serious of these as, while there is a potential defence and justification for killing, there cannot be for rape.
There is no right to life, only an aggregate value of life derived initially from the fact that threatening somebody will draw a threat to one's self... The value of a murderer or rapist to the rest of society can easily be negative and therefore hanging them would be a net gain.
Prison should be reserved for remand alone.
FLIP — Funding Liability Insurance Pivot (Responsive County Policing)
FLIP is not a tax on citizens. It is an automatic monthly deduction from county police pension contributions triggered by any year-on-year increase in the crime-only portion of private insurance premiums. Police funding is drawn exclusively from the existing five externality levies (HOT/LOT/COT/ROT/PET). FLIP simply pivots a share of that fixed pot away from senior officers and into constable overtime when the private market signals rising crime costs.
The system uses private insurance market signals to punish failure at the top and reward success on the street, while keeping total police spending on a permanent downward ratchet.
Phase 1 (Pension Pivot — first 15-20 years): Automatic deductions from protected pension pots based on YoY crime premium increases.
Phase 2 (Gold Constabulary Pot): Once legacy pensions wind down, the entire county police budget is converted to a fixed gold-ounce pot that can never increase without extraordinary local approval.
Implementation Details
Historic-County Implementation: 39 traditional counties + Yorkshire split into three ridings. Elected sheriffs every four years.
No Home Office, no CPS, no central crime stats. Police criminal prosecutions default supplemented by private prosecutions.
State Reinsurance Abolition: The Crown offers no reinsurance or backstop for crime risk. Insurers must price accurately.
Measurement based on locked 2025 actuarial weights for crime perils (burglary 42%, theft-from-vehicle 28%, etc.).
Assize of Worth — Judicial Accountability
Judges start with a fixed salary of 4 Troy pounds (48oz) annually. Twice-annually, a randomly selected jury of British citizens reviews the judge’s decisions and votes by simple majority to raise or lower their salary by 1 troy ounce. Evenly split = no change.
This makes buying judges extremely expensive and gives poorly performing judges a strong incentive to improve or leave.
Magistrates
Magistrates and their courts shall be elected and funded at borough, town and district level and deal only with crimes that are solely relevant to the district and do not carry capital penalties. Magistrates circulate through courts and do not sit on their home turf.
Surveillance, Digital ID & Secure Reporting
You do not have the right not to be seen in public. Public-key cryptography makes state-issued digital ID redundant.
Secure Digital Crime Reporting Act (SDCRA) creates cryptographically signed autoreplies for every crime report, eliminating plausible deniability by authorities.

Abortion Position
The state should recognise a threshold (proposed: 24 weeks’ gestation) after which abortion is treated as the killing of a legal person. Prior to this point it is left to individual valuation and private arrangements. The framework emphasises contractual duty, causal responsibility, and aggregate value while acknowledging the arbitrary but necessary nature of any cutoff.
The Goal
A justice system that is harsh on serious crime, responsive to the public via market signals and local accountability, and structurally prevented from becoming another vector of state expansion.
Strong where it must be. Absent where it should be.
